I get 10.5″ for each leg on the pattern, or 42 inches total for a SMALL, which is supposed to fit a 24-25″ waist. How wide is it supposed to be? Thank you.

I believe it states to use your own personal measurement for the waist. Cut a piece of elastic half that measurement. Sew some ribbon to the ends of elastic….enough ribbon to finish going around waist and tying. You can tack ends of elastic to side seams of PJs to make gathers neater.
